Troy VTX 2300lb Bumper set gets everything started for Olympic Lifting. Comes with a pair of 10lb, 15lb (black), 25lb, 35lb, & 45lb plates.  17.5" Diameter, Steel inserts, HQ rubber.  Steel inserts have metal prongs that radiate outward to prevent the insert from popping out.  Great plates for the money!
